Micronesia
Palau
Compact and tourism labour market with foreign workers in hospitality and a small national workforce.
Legal setup
Palau's Constitution protects association, organising and collective bargaining. In practice, labour administration focuses heavily on migrant-worker regulation through the Division of Labor / Employment Services rules (contracts, wages, deductions, grievances). Active trade unions are not established. Domestic helpers and some household workers often fall outside strong minimum-wage and organising coverage. Tourism and public employment dominate formal work.
Key instruments
Constitution of the Republic of Palau (association / CB provisions)
Constitutional FOA and collective-bargaining protections
Division of Labor Rules & Regulations
Contract, wage, deduction and grievance rules especially for nonresident workers
Employment Guide for Migrant Workers and Employers
Practical compliance guidance for migrant employment
Union formation
Constitutional rights to organise exist, but no functioning trade-union movement or established strike practice is reported in recent human-rights and labour summaries. Workers may join organisations and file complaints with labour authorities; recognition and collective bargaining are not operationalised as in Melanesian centres.
Union landscape
Organising density is minimal. Migrant workers in tourism and services, and domestic helpers, are the clearest decent-work concern. Coastal/EEZ fisheries create C188-relevant touchpoints. FOA literacy and migrant-worker complaint pathways matter more than federation mapping.
Strengths
- Constitutional FOA and collective-bargaining language
- Written labour rules for nonresident/migrant workers
- Complaint channels via Division of Employment Services
- Published migrant-worker employment guidance
Gaps
- No active trade unions reported
- Domestic helpers often excluded from strong wage protections
- Limited collective-bargaining practice
- Thin coverage of fisheries/coastal labour voice
Notable unions
No notable unions listed in the current source file.
