Programmes
What PIWR does
A constitution that can be lodged, an office that can receive a grievance, awareness that continues after the launch photo.
We use workplace tools — Starlink-class connectivity on vessels where CI has opened the door, family briefings, consent-only labour data. We do not take catch data or biometrics.
The regional mission is to rally Pacific Island nations toward ratification of ILO Convention C188 and toward unions that can stand. Solomon Islands is already on that path. Fiji is where we learn.

Constitution
Finish, translate into iTaukei, and lodge the Fiji Fishers Union instrument for registration.
WP3
Awareness
Workshops and arrival briefs. Year plan for union roles, C188, labour law and advocacy.
WP4
Connectivity
Welfare use of vessel links. Costed as a variation once wiring is firm. Labour data only, with consent.
WP5
Office
Set up the Union office that PIWR administers in the transition, with a GS Assistant to be appointed.

Public account
Month-6 stocktake. Month-10 registration-readiness. Month-12 public briefing.
